13 | Licensing Program Analyst (LPA) Tiffany Holmes conducted an unannounced complaint visit for the above listed allegation. LPA identified herself to Milagros "Mila" Postert , Administrator and was granted entry into the facility, and explained the reason for the visit.
During the visit, LPA conducted a facility tour, interviews and looked at pertinent documents and received copies. It was alleged that the licensee financially abused resident. Interviews revealed that Resident 1 (R1) receives a rapid card with their Personal and Incidentals (P&I) on there. Interviews revealed that on or around August 31, 2026 Staff 1 (S1) at the facility stole the facility SUV and used the company credit card. About a week or so later, interviews revealed upon further investigation, the licensee noticed that money was used off of R1s rapid card as well. Interviews revealed it was about 10 transactions totaling almost $3700 dollars that S1had stolen. Interviews revealed that the licensee stopped access to the facility credit card and R1s rapid card so S1 could not gain any more money. Interviews revealed that no other monies have been touched since the licensee cut off access. An outside source interview revealed that the agency sends a monthly amount payable to a rapid pay card for R1's personal needs. Another outside source interview revealed that they are aware of the incident and that the staff had stolen over $3000 dollars from R1. Based on the evidence obtained from interviews, the complaint allegation is substantiated. A substantiated finding means the allegation is valid because the preponderance of the evidence standard has been met.
A deficiency is cited per Title 22 California Code of Regulation on the 9099 D page. An exit interview was conducted with Milagros "Mila" Postert , Administrator and a copy of this report along with Licensee/Appeal Rights (LIC 9058 03/22) was provided at the conclusion of the visit.
