32 | It was also alleged that Resident #1’s (R1’s) bedroom was also hot and they were noted to be soaking wet in perspiration and had a very high blood pressure.
During today’s visit between 2:40pm and 3:00pm lead staff and LPA toured the facility. Using a handheld thermometer, LPA documented resident bedroom and common area temperatures ranging from 79.1°F to 81.6°F, within regulation of 78°F to 85°F. LPA noted this facility has central AC, at 2:42pm LPA noted the unit was on, set to cool to 64°F, the thermostat stated the inside temperature is 79°F, and LPA noted cool air coming from facility vents. Upon arriving to the facility LPA also noted additional portable AC units were being delivered and set up in each resident room with exhaust properly venting outside. Review of multiple resources recorded the highest temperature in Paso Robles, CA on 9/8/2026 at 105°F and as of today’s visit the projected high for the day is 103°F. Multiple witnesses who visited the facility on 9/8/2026 between 11:30am – 4:00pm state the facility felt hot. At approximately 4:00pm one witness took the temperature of the facility with a handheld thermometer noting multiple areas of the facility to be over 90°F. Staff stated that on 9/8/2026 backup staff were working as the primary staff had the day off and the reason they did not turn on the central AC was because they did not know how to operate it. Staff stated on 9/8/2026 there were three portable AC units in the facility one in the bedroom next to the dining room with the exhaust properly venting out the sliding glass door and two in the first and last bedrooms on the left side of the hallway with the exhaust from both venting to the hallway. Resources state that venting a portable AC unit to another area inside the building will make the building hotter.
Interviews reported different versions of R1’s condition. Witnesses stated R1 felt hot and sweaty, with blood pressures of 260/86, 246/86, and 160/83 as the facility cooled after the central AC was turned on. Staff stated they took R1’s blood pressure at approximately 5:00pm using an automatic wrist blood pressure device and recall it was 167/80. Witness and staff interviews reveal calling emergency services was not discussed as an option for R1. Interviews and LPA observation noted R1 cannot communicate verbally or in writing. Although the LPA could not conduct clear interviews with most residents due to cognitive impairments, resident interviews did reveal that their have been times the facility was not comfortable due to it being too hot.
